Maura J. Hawkins, principal and president of BEC, is a Senior Project Manager. Maura’s professional experience in environmental regulatory compliance and permitting began in 1984. Her years of experience include compliance and permitting in a regulatory capacity as well as in a project management capacity for a number of emissions inventory, permitting, and compliance projects. Expertise includes extensive knowledge of federal and state regulations, PSD rules, emissions offsets, CEMS, recordkeeping, and reporting. Maura has previously worked as an air permitting and regulatory compliance analyst with the Massachusetts Department of Environmental Protection and project manager for a small environmental consulting firm.

Jennifer L. Barlow serves as an Environmental Scientist and Project Manager for BEC. Jennifer’s experience with diversified environmental compliance began in 1994. Her specialties include developing comprehensive facility air emission inventories for air emission reporting programs, EPCRA regulatory compliance reporting, Massachusetts Toxics Use Reduction reporting, greenhouse gas reporting through the Massachusetts Climate Registry Information System and EPA eGGRT systems, and developing facility environmental and safety plans, including SPCC, Stormwater, Greenhouse Gas Monitoring and Emergency Response Plans. Jennifer works with clients to develop ISO 14001 conformant environmental management systems, conducts internal EMS audits and provides facility support through ISO 14001 certification and surveillance audits. 

Debby Cartney joined BEC in June 2011 as a Senior Project Manager. Debby has been working in energy and environmental regulatory compliance and permitting since 1989. Her experience is "on-the-ground" having worked as an environmental engineer and regulatory compliance program manager for a number of New England generating facilities. She has an outstanding reputation for the meticulous and efficient implementation of environmental and NERC compliance programs, for her analytical and management skills, and for her exceptional abilities in clarifying regulatory program requirements. Debby is a recognized expert in the detailed application of 40 CFR 60 and 75 emissions monitoring rules and electric reliability compliance auditing. 

Julie Dunn serves as the office manager for BEC. Julie has been with the company since its inception in 1995. 
She is responsible for day-to-day administrative tasks including billing, recordkeeping, and customer relations. Julie assists the Berkshire Environmental staff by providing quality control reviews of reports, applications and other correspondence and ensuring that submission deadlines are met.

William F. Stengle, P.E., co-owner of BEC, serves as the chief technical engineer. Bill's professional experience in air pollution control engineering, environmental regulatory compliance and air quality permitting began in 1973. His specialties include air emissions calculations, evaluation of Best Available Control Technology (BACT) for industrial plants, air permitting, and regulatory compiance reporting (ECPRA 313 TRI, emission statements, toxics use reduction reporting, right-to-know, etc.). He has also developed numerous environmental plans including spill prevention control and countermeasures, stormwater pollution prevention, and emergency response. Bill has previously worked with several consulting and engineering firms in process design engineering and project management. He is currently licensed in the states of Massachusetts, New York and New Jersey as a Professional Engineer.

Allen J. Pitcher
is a Senior Environmental Engineer. Allen has been involved in Environmental, Health & Safety compliance programs for power generating facilities in New York and New England since 1995 as a facility EH&S Coordinator, as the regional Environmental Representative for a major energy company and as an Environmental Consultant. He has successfully managed a wide variety of environmental projects and has an extensive knowledge of federal and state environmental regulations. Allen’s experience includes air and wastewater permitting; compliance audits and reviews; emissions monitoring and reporting; Title V program reporting; Continuous Emissions Monitoring System (CEMS) quality assurance programs; cap and trade program participation; wastewater and storm water discharge reporting, petroleum and hazardous chemical spill prevention program implementation; and EPCRA reporting. 

Laura Quinn, Environmental Scientist, has experience in a broad range of environmental consulting services including hazardous waste site cleanup, Due Diligence Phase I Environmental Site Assessments, air and stormwater sampling, spill prevention and stormwater pollution prevention planning.

She has successfully managed a wide variety of environmental projects and has a thorough knowledge of federal and state environmental regulations. Since 2007, Laura’s experience with BEC includes management of several air sampling programs including particulate monitoring and PCB sampling; indoor air sampling; wastewater sampling and permitting; stormwater discharge sampling and reporting; petroleum and hazardous chemical spill prevention plan preparation as well as stormwater pollution prevention plan preparation. Laura previously worked for five years as a Scientist for a large national engineering firm and she managed her own environmental consulting firm for seven years.

Rachel Zink is an Environmental Technician for BEC and assists with some of the administrative functions of the office. Rachel’s experience with AutoCAD drafting and environmental permitting began in 2001. Her responsibilities as an Environmental Technician with BEC include assistance with ambient air quality monitoring projects, developing and managing chemical use inventories, data quality review for a variety of technical reports and providing drafting and technical support for BEC’s staff. She has previously served as a Project Manager with two civil engineering companies. Rachel is a graduate of Boston University with a major in Earth Sciences and a minor in Biology.
